UN Security Council Approves Trump's Gaza Strip Proposal

A global body has voted to endorse measures put forward by Donald Trump for securing a long-term stability in the Gaza Strip, featuring the deployment of an global peacekeeping force and a potential avenue to a independent Palestine.

Widespread Backing with Notable Abstentions

This measure was approved by a tally of thirteen in favor, with both China and Russia choosing not to vote. The US envoy the US ambassador informed the UN assembly that it charted “a fresh direction in the Middle East for both sides and all the people of the territory alike”.

Negotiated Wording on Palestinian Statehood

The inclusion of references to an self-governing Palestine was the trade-off the America paid for support from the Arab states, who are expected to provide security forces for the global force.

“The transitional arrangements that we start today must be implemented in adhering to global standards and honoring Palestinian sovereignty,” the UK chargé d’affaires declared.

Israeli Objection Continues

However, on the eve of the council decision, PM Netanyahu reaffirmed his government’s strong objection to the formation of a independent Palestinian entity, raising questions on whether the Israeli government will allow the execution of the UN-mandated proposals.

Central Components of the Proposal

  • Immediate lifting of remaining curbs on assistance into the strip
  • Establishment of an international stabilisation force
  • Moves towards restoration and a potential “pathway to Palestinian sovereignty and statehood”

Ambiguous Wording and Stipulations

The reference to sovereignty was a compromise addition to an first US version which did not mention it. Yet the phrasing is unclear and conditional, promising only that once the Palestinian Authority has implemented reforms and the rebuilding of Gaza is advancing, “the situation may finally be in place for a feasible course to Palestinian independence and statehood.”

Global Reaction

The wording did not meet of the firm commitment to the building of a Palestinian state next to Israel desired by Arab countries, as well as European council members, but in speeches to the assembly after the approval, delegates from those countries said they were prepared to accept the compromise in the interests of prolonging the present ceasefire and prompt actions to assist and secure the over two million Palestinians in the territory.

“Our delegation has finally decided to support of this text, a text that we back its primary aim, namely the maintenance of the cessation of hostilities and the creation of conditions enabling the Palestinians to claim their basic entitlements to sovereignty and sovereignty,” Amar Bendjama declared.

Execution Hurdles

The proposal grants comprehensive monitoring control to a “board of peace” led by Trump, but of uncertain membership. The group has to inform the UN but it is not required to follow the preferences of the United Nations or by the PA.

Furthermore, it demands the establishment of a specialized Palestinian group that is expected to manage day-to-day governance of the Gaza Strip and the distribution of aid, but it is highly uncertain who would participate.

Security Force Mandate

The authority of the global force gives it authority to disarm and dismantle fighting factions in the strip, but it is highly uncertain that possible sending countries would be willing to engage such organizations. No country has to date committed itself to sending peacekeepers.

Additionally the standards for reform of the Palestinian Authority, the prerequisite towards moves to a sovereign Palestinian, have been unclear.

European diplomats said they viewed it as pressing that the members of the expert panel to deliver services was settled as without delay.
